Moving an icon behind an icon

Just discovered that if I got an icon placed under another icon (partly visible) and type it's name it will be brought forward and then I expected that I should be able to select it with the mouse and move it around but it still selects the icon that where on top to begin with. If it makes any sense.

What I did was that I installed WarpDTPrefs to SYS:Prefs and its icon was placed under the "Presets" folder. I typed "war" which was enough to select the WarpDT-icon and show it. Since it seems to be the top icon at least I thought that I would be able to drag it around using the mouse but it still selects the Presets-icon. A small thing but it doesn't seem logical to me.
