Discharging some stubborn capacitors? Reseating loose parts? Coincidental extended down time allowing something to cool?
Turned out to be a faulty Reset switch. Million to one fault, crazy.

In regard to your other questions, sometimes the power circuit seems to get stuck in an odd state and causes issues.
Removing the ram and power connector then holding power to discharge seems to fix it. This is very rare though.

Mine does this sometimes when I first turn it on, the mobo leds are very dim, just one glowing maybe two as I've not looked closely. All I need to do is turn off the power switch on the PSU for about a second and it boots up normally. At least now I don't have to buy a new PSU and still be stuck with the same problem :)

I suppose the switch just cuts the live wire so ground and neutral are still connected which lets it discharge.
