Your graphics card doesn’t offer hardware acceleration on Linux-PPC. In my point of view this is the problem you have with playing videos. Please try out some video output options (Menu Tools - Preferences - Video). Additionally please disable 'Accelerated video output (Overlay)'.
Please check the input codec. You can’t use the 'VA-API video decoder via DRM' for hardware-accelerated decoding for example (Menu Tools - Preferences - Input / Codecs).

I don't know where to find Menu Tools. The only place I find the word "Tools" is in Applications > System Tools. No Preferences there.
No shortage on anything else! Under Applications, 21 Accessories, 7 Education, 68 Games, 18 Graphics, 12 Internet, 14 Office, 3 Programming, 16 Sound and Video, 17 System Tools, and 1 Universal Access. I have no idea how one would use most of them.
Video works satisfactorally in the 16.04, with the same graphics card!

Just for info: I get the best video quality with the OpenGL GLX video output (XCB) and with deinterlacing enabled.

The only codec I found was (video) H264-MPEG-4 AVC (Part 10)(H264). Input codec alternated between "Automatic" and "VDPAU video decoder."
I'll just stick to 16.04. Same codecs there, but the videos play.
